To ensure this, it is crucial to provide cost-benefit analyses to proposed regulatory measures, to evaluate impacts through and to initiate rigorous ex-ante debate with stakeholders both on the central level and also on national levels – impacts of EU regulations are not homogeneous, but very asymmetrical to national economies.
